CPU consume differs from Windows Task Manager

I compare cpu consume of xmPlay and Fb2k.
With ProcessHacker i get:
xmPlay 0-0.4% and Fb2k 0-3%.
The same values for Process Explorer.
In same condition with Windows Task Manager i get:
xmPlay 0-0.4% and Fb2k 0-0.4%.
Why?

Try playing with "Enable cycle-based CPU usage" setting

With ProcessHacker i get:
The same values for Process Explorer.
If the value is the same as Process Explorer then its the correct value.
In same condition with Windows Task Manager i get:
Task Manager doesn't calculate the cycles for CPU usage... You would have to ask Microsoft about their implementation.
