There is not, because Process Monitor is not Process Hacker. They perform different functions and for program Process Hacker is, it does not make sense to add such functions
Process' priority is not a permanent setting, they reset after program restart, if you haven't selected to save it in Process Hacker for specific executable.
For a temporary solution, you can suspend the process instead of terminating it, for a permanent solution, you can replace the service executable itself with a program that does nothing or is invalid.
I think most AVs have standalone uninstall tools on their websites, but last time I've seen someone use one of those, windows had to be reinstalled because it was broken completely.
