Process Hacker checks processes for digital signatures and packing on startup which requires reading+hashing the executable on disk.

The CPU and Disk utilization is not accurate since the majority of work is scheduled on low priority threads and only executed when the system is idle - the disk and cpu utilization you're seeing is the result of an idle system preforming all the queued signature checking at the same time instead of preforming the work incrementally over several minutes (as would be the case if the system was under heavy load and busy).

You can disable the "check images for digital signatures and packing" if the startup usage is an issue but it shouldn't be.
