U+25BE BLACK DOWN-POINTING SMALL TRIANGLE doesn't render in windows 7

I have this strange issue (really more of a windows issue than a ph issue) with the miniinfo window that pops up when hovering the mouse over the tray icons. It seems that there is supposed to be a pretty little black rectangle ['▾' = U+25BE BLACK DOWN-POINTING SMALL TRIANGLE] that appears before the word 'CPU nn%'. I get it in win 10 but in windows 7 I get only an ugly sqaure. 
This happens in notepad also and all windows dialogs.

Anyone else having the same issue?
Any fix?

just indicate local popup menu for select that display on this window - CPU, GPU, I/O,  Commit change, Physical memory, Disk, Network.

Any fix?
Your "Segoe UI" font is missing or corrupted. Have you tried restoring your default font settings?

Windows 7:
1.    Open Fonts by clicking the Start button, clicking Control Panel, clicking Appearance and Personalization, and then clicking Fonts.
2.    In the left pane, click Font settings.
3.    Click Restore default font settings.

thanks everyone, the issue was fixed by changing HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\FontLink\FontLinkControl from 1 to 0.
