Waiting connections on Network column

There is a column "Network" and there are sometimes one or more "Waiting connections" with state "Time wait". I cannot "Go to Process", so I cannot understand, what process "waits connections"

MIB_TCP_STATE_TIME_WAIT
The TCP connection is in the TIME-WAIT state waiting for enough time to pass to be sure the remote TCP received the acknowledgment of its connection termination request.

These connections have in fact been terminated and are no longer associated with any processes. The TCP stack is giving the remote server enough time for the the acknowledgment of the connection termination (as required by the TCP standards specification) - also known as "STATE_TIME_WAIT" connections on Windows.
