Restarting a process gets admin rights.

When I restart a process with Process Hacker which is running as admin,the restarted process gets admin rights and it often starts misbehaving.
Just a simple example.
1.Open Notepad
2.Restart the process

Now notepad will be running as admin(elevation becomes from Limited to Full)
Is it possible this to not happen

different user it will be restarted under the current
